Meaning: Congress not allowed to pass a law to add a religion to the U.S. government.
Congress not allowed to pass a law telling some religions that they can not practice. The religions can do what they want.
Congress not allowed to pass a law to take away the freedom of the press from anyone.
Congress not allowed to pass a law to take away the right of the people to peacefully meet together.

A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed. "
Meaning: Everyone can own a gun, or other type of "arms" (large firecrackers, cardboard flash grenades, bow and arrows, machine guns, cannons, bomb making powders, chemicals, ... But not metal fragmentation bombs, because they could hurt people's eyes, and that is against the Rules of War from the Astral Plains. It is against the law to hurt eyes. So, grenades, metal bombs, shot guns, exploding cannon balls, would be very risky for war. You could get a penalty for hurting people's eyes from the next world. No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law.
Meaning: English solders used to take over people's houses in America while waking through "their" terrortory. So this right wqas passed.
No solders in people's houses, unless a law is passed for it.

"Amendment 4 - Search and Seizure.
The right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures, shall not be violated, and no Warrants shall issue, but upon probable cause, supported by Oath or affirmation, and particularly describing the place to be searched, and the persons or things to be seized."
Meaning: A policeman can not harras citizens and search them, unless evidence of wrong doing with a judges singed warrent, as the judge determins if the evidence is there to search someone."The right of the people to be secure" is the right to be not afraid.
A warrent is needed for searching bodies too ("to be secure in their persons"). So drug tresting is against the law without a warrent. Again, the Bill of Rights did not write : "Ok to search if the police ask." Slave owners treated their slaves as people they could order around. Checked the condition of the slaves when they wanted to, required tests of their potential slaves. If someone at work has troubles, then that can be judged by performance. A boss (an equal citizen) has no right to drug test his "slaves", employees which are equal citizens.
The Bill of Rights does not state you can search someone if you fool them to agree to it, or ask them first, or make a contract up and have them sign it without reading all of it, or even read all of it, - giving you "a right". -The Bill of Rights does not state that a contract can void, cancel the law! A contract can not do that. Agreeing to not obey the law, (i.e. Can I search your car?) is unlawful, so the Bill of Rights can not be cancelled even if someone agrees to it.
Or pass an illegal law giving police or a company, a right to search. It sez you have to get a search warrent!
The judge most likely knows the law better than the police, so a search warrant request from a judge for a search, and the judge would tell the police a search is not in keeping with the Bill of Rights, so it is wrong to do. The judge might be fooled to think it also has to follow current "LAW", but current LAW might be wrong and against the Bill of Rights, so the judge must rule using the Bill of Rights, not current law.
HELICOPTER SEARCHES WITH OUT A WARRENT
The Bill of Rights instructs police: "..must get a search warrent describing the things ot be siezed ..." IT MEANS WHEN YOU CONDUCT A SEARCH. Searching by air, and then claiming you had a right to public airways and then peep on everyone's land claiming just happened to spot something, is not allowed. A SEARCH REQUIRES A SEARCH WARRENT. Claiming going for a quick flight to see the sites It counts for peeping, and spying on citizens, which is against the law. -they would not be secure in their homes of persons, as required by hte Bill of Rights. The helicopter might crash on them (afraid, - so NOT secure). And it is harrasment and disturbing the peace. And tresspassing, going to someone's land to see it, see what they can't see from the road. Just as if walking on it.
"In public view" - not really because they have to fly low, which is dangerous, in order to see what type of plants they are. The public is usually a few thousand to ten thousand feet above police search level. And can not tell the difference between marijuana and rasberry plants. So claiming "In public view" is a lie. If police lie, they get lied to in the next world, is one possible consequence. And in some next world lands their noses will be big. And they wont feel as happy. Police are supposed to be honest. Upright citizens. Protecting the Bill of Rights and the American way.

Meaning: "nor shall private property be taken for public use, without just compensation. " - Our government can not take the property of it's citizens, unless they pay for it.
Our government must pay for it. Otherwise it is stealing. Our government must not steal from it's people.
A government on Earth is not allowed to steal from people, or they get penalties in the next world for stealing.
Todays confiscation laws are not paying "criminals" (many times citizens pursuing happiness) for the items and cash that is taken from them, for the public purposes of providing police and governments more money (saleries, retirement pay, etc.), or cars or boats. The rule is that they, the "criminals" are to be paid! This way the government is not stealing.
Confiscation of citizen's property is a point of the ten points of Communism. Their party members like to get their rules and laws into countries (the ten points from the Communist Manifesto). They might have suggested to congress and others to take property from lawbreakers, to pass confiscation laws, making it a more communist country. They don't understand they could get stolen from in the future or not buy as many things in future lives. -because they took things from others.

"... nor shall be compelled in any criminal case to be a witness against himself, ..." - this is not for judges and lawyers only. It is for everyone. Including police officers. And including anyone the police ask to help "interrogate", or help break down, an innocent until proven citizen.
Police aren't suppozed to ask incriminating questions or lie to citizens, or arrested citizens. They might relentlessly question and talk in various ways (nice, angry, surprised, calm, excited, humor, about protecting children, ....) until breakdown occurs, and the arrestee agrees and then wants to put himself in jail.
Compelled means tricked, fooled, urged, manipulated into agreeing, lied to, ... So police aren't, are not allowed, police are prohibited, barred from, police are never to ask if: "You have illegal drugs on you?", "Fun to smoke marijuana isn't it?", "I smoke it myself, got any?" (Liar!), "You'll feel better if you let it all out.", "Do what's right, and tell everything.", "Tell me and it'll be easier for you, you could go to jail for two years."- this is making one afraid, which is against "The right of the people to be secure ..." (not afraid). - so it is against the law for a policeman to threaten this.
The "criminal case" starts with compelling someone to be a witness against himself. Which is asking a question with a gun at ones side (a policeman), after outlawing carrrying a gun by citizens to scare (compell) citizens better, ... asking if they are obeying the law.

In all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the State and district wherein the crime shall have been committed, which district shall have been previously ascertained by law, and to be informed of the nature and cause of the accusation; to be confronted with the witnesses against him; to have compulsory process for obtaining witnesses in his favor, and to have the Assistance of Counsel for his defence. "
Meaning:
Get a trial right away, within a month or so. Open to the public, which includes reporters. A jury that tries to be just and fair. To have assistance, help, by another (does not have to be a lawyer).
It does not tell the citizens that they have a right to find people not guilty becasue they do not like the law. This was done until 1880, when the Supreem court ruled that courts didn't have to. Changed We the people, into "We the Supreem court". People still have the right (See page 3).

Meaning:
Excessive is more than the average citizen can afford, rich people are not hurt much. So $5 to $100 maximum fine, would send an equal message to citizens that they did wrong, but their decision to try an illegal drug might be right, not wrong, if they avoided a car crash because they didn't drink alcohol. Because alcohol hurts coordination more than any illegal drug.Rich people can get away with many high fine crimes, because high fines don't hurt them. So unequal treatment under the law, as poor people are hurt more. Pledge of alligence "...equal justice for all."
No bail that people can not afford. No fines that people can not afford.
